I think it is important to distinguish testing of a design with the research that creates the value proposition that the design is based on. In the former case, the testing (and results) are part of the "argument" that the design is making: we believe this is the right thing to move forward with because of this evidence that we have. That appeal is always going to be made to stakeholders rather than to researchers.
